Step 1: Purchase a non-vendor specific Skymall gift certificate (these are also available from the site)
Step 2: Pay shipping and receive the gift certificate in the mail, then cash in the gift certificate for a vendor specific gift certificate (i.e. JC Penney or Sharper Image).
It doesn't seem to be specifically addressed, nor excluded from the T&C. On the off-chance this does work, there's always the possibility of miles-on-miles (i.e. rolling back through the aadvantageshopping mall click-thru, and applying the gift certificate at the appropriate vendor site - JC Penney seems to support this).

And, on the Gift Cert screen for JCPenny, it says:
"ITEM NOT AVAILABLE FOR ON-LINE ORDERING:

(The same is true for Marriot and Sharper Image and others).
Summary: To get the 15 points per dollar, you need to shop online through that link above, and since gift certs do not allow on-line purchases, you are out of luck.
